Norman County VINE Coverage
Minnesota VINE is the state’s free, anonymous custody-notification service for county jails and detention facilities. In Norman County, it should be paired with the Norman County Sheriff and Northwest Regional Corrections Center because a local detainee may move between the short-hold Ada facility and the regional jail. VINE is designed for a selected person. It is not a browseable Norman County list of everyone released during a day or weekend.
The service can display custody status, housing facility, booking information or facility ID, and scheduled release information when the source jail supplies it. It can also send notices for defined custody events. The jail remains the record source. If a detail is urgent or the displayed event is unclear, call the facility rather than treating the notification system as a complete release certificate.

Search a Norman County Inmate
Open the VINELink application and choose Minnesota. A partial-name search is supported, and an offender ID can narrow the result. Do not rely on a common name alone. Compare the facility, booking or facility ID, and any other lawful identifiers shown. A person connected to Norman County may appear under NWRCC because the regional jail is in Crookston rather than Ada.
- Select Minnesota before searching, so results come from the correct state custody network.
- Enter the person’s name or offender ID. Use a partial name only when the spelling is uncertain.
- Compare each result’s facility and identifying data. Reject matches that do not fit the known custody facts.
- Open the correct record and read the current status, housing facility, and scheduled release information if supplied.
- Record the exact event label. Confirm a claimed release with the Sheriff, NWRCC, or the controlling court when timing or destination matters.

Norman County VINE Release Fields
Fields vary with what the source facility provides. The Minnesota fact sheet identifies the core search and registration functions, while a selected result may include the items below. Read them together. A status without the right facility or identifier can belong to a different person, and scheduled release information can change before staff complete release.

Other documented events include escape, death, and record purge. Preserve the label. “Record purged” does not prove release, and transfer does not mean the person returned to the community. A court-order release says the jail acted on an order, but the order must be read to learn whether it involved bail, dismissal, credit for time served, or another ruling.
Register Norman County Release Alerts
Registration begins from the correct person’s record. Minnesota VINE can offer telephone, email, text or mobile-app, and in-app methods. An account is optional, and registration can remain anonymous. The requested PIN is essential for telephone notices because it confirms receipt, stops repeat calls, and supports later changes or cancellation.
- Select the verified Norman County or NWRCC record and choose Register.
- Choose the available delivery method that fits the need, such as phone, email, text, or in-app notice.
- Enter the delivery number or address and create the requested PIN.
- Save the PIN. Enter it during a telephone alert to confirm receipt and stop repeat calls.

Registration privacy is addressed by Minnesota Statutes section 13.854. The registrant’s identity, the fact that notice was requested, and the fact that notice was provided are private data accessible to that person. A public custody search does not reveal who subscribed to alerts.
Norman County VINE Alert Timing
Participating county-jail data normally update to Minnesota VINE in 15- or 30-minute intervals. That is a typical ingestion schedule, not a guarantee of immediate notice. Staff must first record the source event. System delivery can follow. A facility call may therefore be more current when safety or exact release timing is urgent.
Normal telephone event calls repeat every 30 minutes for up to 24 hours until the PIN confirms receipt. If a call is answered but not confirmed, or voicemail receives it, the call repeats every two hours for up to 24 hours. Text, email, and in-app alerts are sent once. Transfer notifications are delayed eight hours, while death notices are delayed twelve hours. Those delays are part of the Minnesota process and should not be mistaken for the physical time of the event.
Note: Keep contact information current and save the PIN, since a one-time text or email is not repeatedly delivered.
VINE Versus Minnesota HAVEN
Minnesota has a distinct custody-system split. VINE serves county jails and detention facilities, including the Norman County and regional-jail path. It is not connected to Minnesota DOC prisons. A person transferred from county custody to state prison should be checked through the Minnesota DOC Locator, while custody and release notification for prison uses Minnesota HAVEN through DOC Victim Assistance.
This state-specific division changes how an old VINE result should be read. A Norman County jail event can be accurate for that earlier stage while DOC is now the custodian. In the DOC Locator, “Incarcerated” means the adult remains in a state facility as of the status date. “Under Supervision” means the person was physically released from prison but is still under DOC jurisdiction. The Expiration Date concerns the total sentence or jurisdiction and is not interchangeable with the prison release date.

Read Norman County Release Events
A general release, court-order release, and bond release can all end a jail stay, but they do not say the same thing about the case. General release is the source jail’s broad event label. A court-order release means staff acted on judicial authority, which may involve dismissal, release on recognizance, credit for time served, or another ruling. A bond release means the custody hold ended under bail terms. It does not mean the charge was dismissed. Open the controlling MCRO case record when the legal basis matters.
The event time also needs care. Jail data typically reach VINE after the source system records the change. A notification timestamp can therefore differ from the effective release time in the booking record. Ask the Norman County Sheriff or NWRCC for the effective date and time when a precise chronology is required. If a release destination is public, the underlying record may also show whether the person went to the community, another jail, DOC, or a federal or immigration authority.
Work release and electronic home monitoring are custody classifications in Minnesota VINE. They alter where or how a person is held, but they do not necessarily end the sentence, case, or correctional control. Likewise, an Expiration Date in a Minnesota DOC record is a sentence-jurisdiction date, not a VINE jail-release event. Keeping those terms separate prevents a county custody change from being misstated as full discharge.
Confirm Norman County VINE Results
A VINE release event confirms that a participating jail reported the named custody change. It does not establish acquittal, dismissal, sentence expiration, freedom from supervision, or destination after release. The source jail release record gives the effective date and recorded reason. MCRO can show the legal order or later disposition, though a court docket usually does not prove the exact moment someone walked out.
VINE does not cover federal BOP custody, ICE detention, or the U.S. Marshals Service as a released-person search. BOP has its own locator. ICE provides an Online Detainee Locator for current detainees and some people released from ICE custody during the prior 60 days, subject to exclusions and delay. USMS has no public released-prisoner locator. A Norman County jail transfer to one of those systems must be followed through the receiving authority.
