Read the fields together. A release time without its reason does not show whether the person went home. A transfer destination can be more useful than the word “released.” For a state sentence, the DOC Anticipated Release Date forecasts prison departure, while the Expiration Date concerns the full sentence or DOC jurisdiction. They are not interchangeable.

Minnesota Statutes § 13.03 permits free inspection and allows specified actual copy costs. For 100 or fewer black-and-white letter or legal pages, the cap is 25 cents per page. The agency need not create data it does not maintain. A narrow request for underlying records is stronger than a demand for a list that may not exist.

Norman County Bond Release Process

NWRCC has a local bond process worth checking before payment. Its official FAQ says bail is posted with the proper Court Administration during business hours. “Under Supervision” is strong public evidence that the person left prison while remaining within DOC jurisdiction. It does not identify an earlier Norman County jail release time. A person who bonded out of local custody without a DOC commitment may have no new DOC record at all.

Norman County Release Property Rules

NWRCC’s September 2025 handbook supplies concrete release logistics. Stored personal property is returned at release. If the person cannot take it, pickup must be arranged. Early release of property to someone else needs signed authorization, photo identification from the recipient, and a request 24 hours in advance. Unclaimed property may be disposed of after 90 days.

Facility-issued clothing and bedding must be returned, and missing items can delay release processing. An undelivered commissary order may be picked up within ten days after release; after that, it becomes facility property without a refund under the handbook. Mail received after release or transfer is forwarded to the address supplied or returned. These are NWRCC procedures, not automatic rules for the Ada holding facility.

Norman County Release Alerts

Minnesota VINE through VINELink is the county-jail notification route. A person can be searched by name or offender ID. The event labels include general release, bond release, court-order release, transfer, escape, death, record purged, work release, and electronic monitoring. Keep the label intact. A transfer or purged record is not proof that someone went home.

Participating jail data typically enter VINE every 15 or 30 minutes, but the jail remains the source. Minnesota VINE is not connected to state prisons.
